The RF modulation device of multi broadcasting mode comprises a modulation signal input terminal for inputting a modulation signal; a carrier signal input terminal for inputting a carrier signal; a reference signal input terminal for inputting a reference signal; a broadcasting mode determining unit for checking the level of the modulation signal and reference signal, if the level of the modulation signal is lower than that of the reference signal, determining it as a PAL mode broadcasting signal, and if the level of the modulation signal is higher than that of the reference signal, determining it as an SECAM mode broadcasting signal; a broadcasting mode control unit for outputting the broadcasting mode determined at the broadcasting mode determining unit as a logic "high" value or a logic "low" value; and a modulation unit for modulating the modulation signal transmitted from the modulation signal input terminal by carrying it on the carrier signal in response to the logic value and outputting a signal.
