PURPOSE: To enhance the purifying action of waste water by enhancing discharge efficiency discharging scum (floating matter) while eleminating the generation of a precipitate by providing a scum guide discharging scum to the outside and specifying the constitution of the scum guide. CONSTITUTION: A scum guide 21 is fixed to the rear surface of the end part of an arm 13 through a stay 22 and an angleαof elevation and a rake angleβare provided to the scum guide 21. The scum guide 21 is composed of one metal thin plate material and constituted by continuously forming a scum guide part 21b formed into a curved shape to a plate-shaped base part 21a. The scum guide part 21b is continuously formed to the base part 21a and consists of an elevation part 21c having an angle a of elevation in a plan view and the rake part 21d continuously formed to the elevation part 21c and having a rake angleβin a side view.
