PURPOSE: To highly accurately and stably control the tension of a material to be rolled in a continuous rolling mill. CONSTITUTION: Based on the tension deviationΔT of the material to be rolled and oscillating angle deviationΔθof a looper, the rotational speed disturbance dv of a rolling roll and oscillating torque disturbance dτof the looper are estimated as a disturbance which is added to a control system with a disturbance estimating device 40 and the rotational speed V of the rolling roll and oscillating torqueτof the looper are adjusted so as to overwhelm the estimates dvest , dτest of these disturbances.
