PURPOSE: To obtain a cosmetic having a little flooding, and excellent in touch feeling, at a low cost by blending a solution containing a complex powder produced by weakly and mechnochemically coating the fine particles of a metallic oxide and/or the fine particles of a metallic hydroxide on a spherical resin powder by using a wet type medium grinding mill, with a base cosmetic. CONSTITUTION: This cosmetic is obtained by blending a solution produced by wet grinding the fine particles of a metallic oxide and/or a metallic hydroxide having 5-100nm average primary particle size with a spherical resin powder having 0.2-15μm average primary particle diameter in a nonaqueous solvent.
