The elastic band is partially gummed (2) for pressure bonding to dossiers and official packages. The band is formed from a rubberoid base, and the gum may be placed centrally or at selected places. The unit may be a simple band or a compound band and may be manufactured flat by stamping from a sheet. The gum moulds the band on the dossier or packet rendering it insoluble and unopenable without the access being evident.
