The apparatus is for testing the basic performance of the brake, and obtaining the data under the same conditions with real implementation state. It comprises a jig plate(13) having a disk and a drum rotatably installed in a subplate(11) fixed to a bed(1); a main shaft(2) making the subplate(13) fixed to; a flywheel(4), separably installed on the main shaft, exchanged for inertial variation test; a motor(3) for driving the main shaft(2); a transmission for transmitting the power of the motor to the main shaft(2); a detector detecting the torque generated when the brake assembly gets driven; a hydraulic pressure generator; and a nozzel(5).
