PURPOSE:To provide a moving picture processor, its control method and a moving picture transmission system capable of eliminating the need of a movement compensation processing, reducing an arithmetic operation amount and a memory amount, simplifying a device and further, reducing the transmission amount of data and transmitting moving picture data even in the line of a low bit rate. CONSTITUTION:A picture group (GOP) composed of plural frames is divided into an I-picture and a C-picture. On a transmission side, scale information is prepared from the I-picture, the C-picture is quantized based on the scale information in a contour processing part 50, contour information for which picture element positions are classified for respective quantization values is prepared and encoding is performed in a run length encoding part 36. On a reception side, the encoded C-picture is decoded in a run length decoding part 46, a processing for storing the quantization value in the picture element position inside the frame is performed in an inverse contour processing part 60, the quantization value is inversely quantized based on the scale information and pictures are restored. |
