PROBLEM TO BE SOLVED: To provide a method for allowing a receiving side to supply a first set of video signals from a transmission side, which simultaneously makes a video signal go around which does not belong to a second set of video signal but belongs to at least the fist set of video signals to all the receivers without overloading for transmitting a signal. SOLUTION: As a well-known method supplying the first set of video signals from a transmitter 1 is too small to transmit the first set of video signals whose obtained channel capacity is all the range, only the second set of video signals consisting of a subset of the first set of video signals is transmitted in response to a control signal transmitted from the receiver 30. Once easily going around to all the range or moving quickly, plural control signals are required and considerable burden is required for sending signals. As the result of transmitting a third set of video signals provided with a lower quality than the second set of video signals and consisting of at least the other part of the first set to the receiver 30, the receiver 30 makes many video signals to go around without requiring a load for sending a signal and a low quality in quick movement is second important.
