PURPOSE:To provide an ATM exchange device capable of executing cell copying without changing the hardware of a cell processing device if possible. CONSTITUTION:The ATM exchanging device has a copy tag for adding part 301 for adding a copy tag consisting of copy connection discrimination information indicating connection including a cell to be inputted and having length less than VPI length and information on the number of copies indicating the number of cell copies and having length less than VCI length to the cell, a copy buffer 302 for overwriting copy number information in an area to which the information on the number of copies of an output cell from the adding part 301 is added and outputting cells of the number of pieces indicated by the information on the number of copies and a copy tag deleting part 303 for receiving an output cell from the buffer 302, deleting a copy tag from the cell, overwriting VPI/VCI indicating the connection including the copy cell on a VPI/VCI field while referring to the copy connection discrimination information and the copy number information, and outputting the overwritten result.
