PURPOSE:To compensate a high pass component which is lost by means of a filtering processing not only by interpolating a thinning picture element but also by substituting the value of a transmission picture element for a prediction value which is previously obtained by learning and to execute class adaptation processing through the use of the corrected transmission picture element so as to satisfactorily execute interpolation. CONSTITUTION:A class classification circuit 3, a memory 4 and a correction value generation circuit 5 correct the transmission picture element by a class classification adaptation processing. The thinning picture element is interpolated by the class classification adaptation processing using the corrected transmission picture element. A class classification circuit 6, a memory 7 and an interpolation value generation circuit 8 are provided for the interpolation processing of the thinning picture element. Coefficients by which an error between the prediction value and the real value of the transmission picture element becomes a minimum are previously accumulated in the memories 4 and 7 for respective classes by learning. The correction value generation circuit 5 and the correction value generation circuit 8 generate a correction value and an interpolation value by the linear primary connection of the coefficient and the value of the peripheral picture element.
