PURPOSE: To monitor and control charging of a battery as to carry out an optimum charging. CONSTITUTION: A charging voltage is controlled by using a power generator control apparatus 10 of a software base. An output voltage of a power generator 11 is at first decreased after the discharging of a battery 19, to eliminate the possibility of generation of high inrush current. Then, the output voltage of the power generator 11 is elevated to more than the normal charging level to heighten the charging speed of the battery. The control apparatus 10 carries out further better control at the time of charging the battery 19 to prevent heat generation of the battery 19 and the power generator 11 and at the same time to charge the battery 19 again at a higher speed. Consequently, optimum battery charging is carried out and at the same time inrush current generation in the charging initial stage is prevented, and the battery is charged more quickly.
