PURPOSE:To suit the device to respective utilization environments in a short time corresponding to the various utilization environments of a cluster without changing the programming of data by separately providing plural record processing means and freely changing holding from the cluster to the record processing means. CONSTITUTION:This device is composed of plural clusters 18 for managing records 19 classified according to clustering, plural record operation processing parts 21 for processing the operations on the records 19, and record operating mechanism selecting part 22 for selecting the output destination of a record operating instruction D2 inputted by any cluster 18 out of the record operation processing parts 21. Thus, the relation for the cluster 18 to hold the record operation processing part 21 is suitably changed by the record operating mechanism selecting part 22 corresponding to the changes in the utilization environments of the clusters 18. When changing the number of records to be stored in the clusters 18, for example, the holding relation is switched so that any record operation processing part 21 can be selected corresponding to the number of records.
