To fill a well cylinder with concrete for constructing a bridge pier on a foundation underwater, the method employs precast concrete cylinder blocks to be sunk one by one in order to be filled with concrete, the connection joints being filled with motor for sealing. The method saves the amount of concrete corresponding to the concrete amount of the precast blocks in filling the concrete for the pier.
