The waste water treating agent consists of 1-10wt% leachate and 40-70wt% dewatered waste water, which are produced during the manufacture of acorn starch, and inorganic flocculant, which is selected from 2-10wt% alum, 10-22wt% ferrous chloride, 12-25wt% ferric chloride and 10-22wt% ferrous sulfate. Additionally the agent contains 0.01-1.0% tannic acid. The agent is prepared by mixing 1-10wt% leachate, 40-70wt% dewatered waste water and inorganic flocculant, and agitating the mixture at 10-40 deg.C for 1-3 hrs.
