PURPOSE:To evade such a useless action as the re-execution, etc., by initializing only a necessary register or a peripheral circuit in terms of the initializing actions under execution and using continuously those register and peripheral circuit that are decided available based on the hitherto executing contents and results even after the initialization. CONSTITUTION:A flag 5 is added to an initializing device 4 to show whether an initializing action is carried out or not after the rise of a power supply. At the same time, a flag 6 is added to a peripheral circuit 3 to show whether the circuit 3 is used or not. When the initialization is required, the device 4 refers to the flag 5 first to decide the necessity for the entire initialization. If the entire initialization is not required, the device 4 refers to the flag 6 and initializes a required register or circuit 3.
