PURPOSE:To obtain superior resistance to changing to black, lubricating properties, and moldability by a method wherein in a specific organic composite-coated steel plate, a resin film is mainly composed of a composite resin consisting of A; ethylene ionomer resin, B; fine silica particle, and C; organic lubricant each of which is contained in a specific amount in a conversion to a solid content. and the total amount of B and C is not more than a specific value. CONSTITUTION:In an organic composite-coated steel plate, a zinc-or zinc alloy- plated layer is formed on a steel plate, a chromated layer with loadings of 1-200mg/m<2> in a conversion to a metal chromium is provided on the plated layer, and thereon a resin film having a thickness ranging 0.1--5m is formed. The resin film is mainly composed of a composite resin consisting of A; 40-98wt.% ethylene ionomer resin in which an ethylene and alpha,beta-ethylene unsatd. carboxylic acid are contained as a main-chain component and 60-80%, of carboxy groups are neutralized by metallic ion, B; 1-40wt.% fine silica particle, and C; 1-30wt.% organic lubricant in a conversion to a solid content. The total amount of B; fine silica particle and C; organic lubricant is not more than 60wt.%.
