摘要 <p>PURPOSE:To adaptively limit the number of variable length code words corresponding to properties for the respective blocks of input picture signals relating to a picture encoding control system for highly efficiently encoding the input picture signals. CONSTITUTION:Orthogonal transformation and quantization are performed by an orthogonal transformation encoding part 1 corresponding to the blocks for which the input picture signals for one screen are divided into plural, the number of the variable length code words is limited in a code control part 2 and quantized signals are variable length encoded by a variable length encoding part 3 and sent out through a buffer memory 4 at a constant speed. Also, in a threshold value control part 5, the judgement of the property by modes such as an encoding mode and a refreshing mode, etc., corresponding to the blocks or the judgement by the signal kind of luminance signals and color difference signals is performed, a threshold value is selected corresponding to the property of the block and added to the code control part 2 and the limit of the number of the variable length code words in the code control part 2 is controlled corresponding to the threshold value.</p>
