PURPOSE:To improve encoding efficiency by using reconstitution picture signals which are the picture signals of a previous frame, deciding a feature point in a picture as a representative point and performing motion correction to the reconstitution picture signals by the motion vector of the representative point. CONSTITUTION:The reconstitution picture signals of the previous frame are stored in a frame memory 110 and the picture signals 111 of the previous frame read from the memory 110 are supplied to a representative point decision part 112 and a motion compensation circuit 114. The information 113 of the representative point is inputted to the circuit 114 and a deformation processing is performed to the signals 111 based on the decided representative point and a triangle by the circuit 114. The deformed picture signals are deformed so as to be most similar to the signals 101, the deformed signals are outputted as predictive picture signals 115 and they are outputted as motion vector information 116. The signals 115 are inputted to a subtractor 102, predictive error signals 103 for indicating the error of the signals 115 to the signals 101 are outputted and thus, encoding predictive signals 105 are outputted from a predictive error encoding part 104. |
