Apparatus for maintaining the contact time of water in a contact basin included a walled vessel; a vertical peripheral inlet adjacent the vessel wall for directing the flow of water in an ever-decreasing spiral toward the center of the vessel; and an outlet positioned near the center of the vessel for receiving the spiral flow of water.
