CONSTITUTION:A flow quantity adjusting restriction mechanism 49 and an automatic opening and closing valve 61 are provided in parallel with a blow down pipeline 50 for connecting a steam separating unit 21, which circulates the cooling water to a fuel cell main body 1 through a circulating circuit 20, and a generated water recovering unit 41, which recovers the water included in the exhausted gas from the fuel cell main body 1 or the like. When the operation of a fuel cell power generating device is stopped, the automatic opening and closing valve 61 is opened, and a large quantity of the cooling water is flowed from the steam separating unit 21 to the generated water recovering unit 41 through the blow down pipeline 50, and returned for circulation to the steam separating unit 21 through an auxiliary water supplying pipeline 48, and the cooling water can be cooled to a temperature lower than 100 deg.C. Temperature of the fuel cell main body 1 can be cooled to 100 deg.C or less, and the fuel cell main body 1 can be securely cooled to the temperature of the time of stop and storage.
