PURPOSE:To avoid the deterioration in the function of exchange service by preventing information mis-matching between data link information memories attended with a fault of an exchange and utilizing effectively the memory resource. CONSTITUTION:A data link state discrimination means 103 discriminates whether or not a packet call is in existence in a data link registered in an information memory 102 on the opportunity of occurrence of, e.g. a fault based on call information in the same memory and discriminates the data link to be invalid when no packet call is in existence and releases the data link from the information memory 102 and gives a release command to a data link control means 201. The data link control means 201 retrieves a data link information management table in a data link storage means 202 according to the command and releases the data link from the table when the data link is not released to match the data with respect to the data link information in the information memory 102.
