PURPOSE: To provide the information communication system of improved security by applying hashing algorithm and cipher algorithm for using a cipher key corresponding to identification information as a digital signature. CONSTITUTION: When a subscriber inputs data to a radio device 150 by using a key pad, a CPU 162 inversely assembles the data to data packets and stores them in a memory unit 170. When the data packets are formed, the CPU 162 retrieves a secret key K from a secret key file 172 and generates a signature message in the respective packets. Then, through a hashing unit 160, prescribed hashing algorithm is applied to the data packets, a hashed version is calculated and hashed information is formed and transmitted.
