PURPOSE:To communicate with a person without paying an attention to person's whereabouts by discriminating whereabouts of respective persons in consideration of time conditions and place conditions. CONSTITUTION:A whereabouts discriminating means 81 discriminates whereabouts. A discrimination condition extending means 82 is used to extend the discrimination condition, and the time condition stored in a time condition storage means 83 and the place condition stored in a place condition storage means 101 are collated. The discriminated whereabouts is sent to a whereabouts information display means 14 and a connection number conversion means 132 as new whereabouts information. Whereabouts information sent to the connection number conversion means 132 is converted to a connection number in accordance with the whereabouts-connection number conversion rule stored in a connection number storage means 131. The connection number obtained by the connection number conversion means 132 is sent to the whereabouts information display means 14, and the communication destination connection number is displayed together with whereabouts information.
