PURPOSE: To provide a device using no metal parts, usable over a long period of time and capable of dispensing paste or liquid from bottles and the like. CONSTITUTION: A device for dispensing paste or liquid from bottles and the like compises a collar 14 for fixing a pump 1 to the mouth of a bottle 2 and the pump 1 comprises a first elastic recall means 10 constituted of a skirt comprising a plastic deformable material and a second elastic recall means 13 for bringing a hollow stem 15 back into a position wherein it is maximally projecting from a hollow body 3 when a depressing action on a dispenser button 6 is released. The second elastic recall means 13 comprises a conical helix torsion spring made of elastically deformable plastic which when the dispenser button 6 is depressed has a smaller base in contact with a lower part of the dispenser button 6 and a larger base striking against a flat surface 16 exhibited by the collar 14.
