The panel consists of an acoustic insulating layer of a supple or semi-rigid polyurethane foam with open or semi-open cells and 2-30 mm thick, and a thermal insulation layer of polyurethane or phenolic foam, expanded or extruded polyester which has closed cells, is rigid and 30-120 mm thick. The thickness of the thermal insulation layer is /-1/2 times the thickness of the acoustic insulation layer. Pref. the acoustic insulation layer is made from small pieces of polyurethane foam, stuck together with adhesive and with or without compression to give it the desired density of 30-500 kg/m<3>. The density of the thermal insulation layer is 10-35 kg/m<3>. The two layers of the panel are joined by adhesive
