This invention discloses a rotary cutting tool and a rotary cutter comprising such tool for once - forming a cylindrical granite article. The rotary cutter comprises a worktable holding a workpiece and a working device equipped with the rotary cutting tool, the working device is movable relatively to the worktable along the track installed on the body to realize workfeed and backfeed. The rotary cutting tool is a double-cylinder structure comprising an inner cylinder and a outer cylinder, the inner cylinder and the outer cylinder concentrically place on the main axis in the working device, a plurality of uniformly distributed bit tools are placed on the circumference of the end of said inner cylinder and outer cylinder. The rotary cutter of this invention can once form a cylindrical granite article at high-speed and the utilization factor of materials is increased.
