a circular type of water expanding rubber expanded by absorbing water; a circular disk of first plate member attachably inserted into the both side ends of the water expanding rubber; a second plate member having a connection hooker attached on the both ends thereof; a pipe hole stopper frame divided into two partitions and being comprised of a coupling device for coupling the first and second plate members; and a supporting member mounted within a receiving pipe passage on which a cable is not laid, for preventing the water from being penetrated, the supporting member having first and second supporting hangers which are attached on the side surface of the second plate member, first and second supporting bars which each associated with the first and second supporting hangers to endure a water pressure within the pipe passage, and a coupling device for coupling the supporting hangers and the supporting bars.
