CONSTITUTION:Relation between the 1st toner carrying means 28 attaching and carrying one-component type toner on its surface and a toner amount regulating means 30 regulating toner layer thickness on the carrying means 28 and triboelectrifying the toner is set to satisfy ¦Vd¦<=¦Vb¦ when it is assumed that bias impressed on the carrying means 28 is Vd and bias impressed on the regulating means 30 is Vb in the case of impressing the bias between the carrying means 28 and the regulating means 30.
