PURPOSE:To provide specific reproducing display even when predictive encoding is employed. CONSTITUTION:A motion detection circuit 43, when a specific reproducing block being included in a motion vector retrieval range to be set on image memory 3, finds a motion vector by excluding an exclusive range of 2mX2n including the specific reproducing block. A predictive error from a differential circuit 11 can be increased by performing the motion compensation of a reference image with a motion compensation circuit 16 using the motion vector, and a sufficient power can be transmitted. When the specific reproducing block is encoded, a switch 41 is turned on, and a quantization circuit 7 performs quantization by using quantization width for specific reproduction from a quantization width decision circuit 42 for specific reproduction. The specific reproducing display can be effectively performed by setting the quantization width coarsely. |
