摘要 PURPOSE:To prevent the lowering of potential margin causing surface fogging with respect to the electrostatic charging potential of a photoreceptor, which occurs because the electrostatic charging amount of toner is too high, and a white background staining phenomenon from occurring under low temperature and low humidity environment by reducing load torque at an initial stage and reducing the abnormal rise of the initial electrostatic charging amount of the toner in a developing device using a conductive elastic roller as a toner carrier. CONSTITUTION:Powder 21 consisting of fluororesin particulates is stuck to the surface of the toner carrier 1 consisting of conductive rubber 1b. Since the fluororesin particulates have property that it is electorstatically charged to be negative, the abnormal rise of the initial electrostatic charging amount of the toner is reduced. The fluororesin particulates are consumed to perform development with toner when printing for hundreds of pages is performed, so that the lowering of the electrostatic charging amount thereafter is prevented. Namely, the reducing effect of the electrostatic charging amount by the fluororesin particulates acts only at the initial stage.
