When an emergency button (11) of a portable device (1) carried by an emergency case is pressed, the ID data of the case and a signal representing the location of the case are transmitted to a receiver (21) in a control system (2) arranged in a caddie master room or the like. In accordance with the location signal received by the receiver (21), a camera controller (26) selects cameras from among cameras (271 to 27n, and 27c). The selected cameras are panned or tilted to adjust the angles of view of the cameras. The video signals from the cameras are received by a video receiver (28), and transmitted through a repeater (25) to a talking device (31) and a video receiver (32) of a remote controller (3) in a hospital or the like through the public circuit, together with the audio signals which are transmitted through a talking device (16). By operating the dial buttons of the talking device (31), the cameras (271) are panned and tilted through the repeater (25) in order to adjust the angles of view of the cameras, and at the same time, transmit the audio signals from the talking device (31) to the portable device (1).
