The appts includes a developer station to apply toner to develop electrostatic images into toned images. An endless toned member receives the toned images and to transfer the toned images to another substrate at a transfer station. An endless cleaning member is positioned past the transfer station, and has a smooth outer surface in contact with the toned member. A source of electrical potential biases the cleaning member to remove toner at the toned image to the cleaning member. An included device rotates the cleaning member and the toned member at the same surface speed and in the same direction where the toned member and the cleaning member are in contact, and an applicator station to apply an alkyl siloxane oil to the toner member located at or past the cleaning member and prior to the toned member receiving the toned images.
