The apparatus, for fermenting the sludge wasted from the paper mill and making the agricultural fertilizer, has the sludge storage tank(1), the fermenting tank(2), the conveyor belts(3)(4)(6), the dehydrator(5), the dryer(7) and the crusher(8). The apparatus comprises the fermenting tank(2) formed by the concrete wall(10), urethane insulating layer(11), color sheet steel(12), FRP coating layer(13) supported by the stationary wood(9); the steel gates(15)(15')(15a-15d) for opening/closing the bottom discharging outlet(14)(14'); a plurality of stationary pieces(18, 18') engaged with the bolt sections(19)(19') on the rings(21)(2'), clamped by the channel nuts(20)(20'); the slanted wall(22)(22') at the bottom of the fermenting tank(2); and the steel lattice(23') at the chute(23).
