Polymer system (I) contains a polymer (mixt.) (II) with amino gps., which has a Tg of at least 40 deg C, Mw of 2000-75000 and amine no. of 50-300, in which at least 35% of the amino gps. are neutralised. (II) is obtd. by reacting (a) epoxide(s), carbonate(s) and/or epoxide-carbonate(s), (b) amine(s) and (c) phenol(s), (partial)neutralisation and transfer into water. (I) may also contain a water-insol. polymer (III), obtd. by polymerising ethylenically unsatd. monomer in the presence of (II). Also claimed is the prodn. of (I).
