The cutting component extends into the paper web (2) by such a distance that its middle point (MN) lies on the other side of it. The cutting component is in the form of a cutting ring (1) upon which friction action drive components (4-6) can act. The cutting component may comprise two shearing cutting rings located parallel next to each other, or two knives located parallel to one another and driven in opposite directions.
