The device is for the protection of ropes and lines rolled in and out and a collecting wheel (3) with the rope or line (4) is enclosed in a box (1) and activated by a special tool (12) applied to a hole (5) in the collecting roller, whereby the roller can be rotated for feeding the rope or line in or out. Friction between the outer box (2) and the collecting roller can be matched and varied for different applications. The special tool can be removed and stored by, e.g., a hospital ward personnel between times when a blind needs to be lowered or raised.
