PURPOSE:To provide a high torque bias ratio by a method wherein a washer rotated integrally with a gear and a washer rotation of which is blocked by the lock part of a housing are arranged in such a manner that two or more frictional contact surface pairs each making slide contact are formed between one gear and the other member. CONSTITUTION:Washers 10, 12, and 14 are non-rotatably supported to a housing 1 and washers 11 and 13 are rotated integrally with sun gears 4 and 5. When the two sun gears 4 and 5 effect relative rotation based on the housing 1, the adjoining washers are brought into slide contact to provide four sets of frictional contact surfaces. Besides, since the washers 10 and 14 arranged at two ends in the direction of an axis L are non-rotatably supported to the housing 1, the washer 10 and the sun gear 4 and the washer 14 and the sun gear 5 are brought into respective slide contact. A frictional contact surface is formed therebetween. Thus, in this case, six sets of the frictional resistance surfaces are provided.
