PURPOSE:To prevent deterioration or destruction of the image pickup element due to application of a negative voltage to an n-channel semiconductor substrate (1st conductive region). CONSTITUTION:A substrate voltage control circuit 16 provides an output of a prescribed positive voltage to an n-channel semiconductor substrate of a CCD 17 to keep the n-channel semiconductor substrate to have a prescribed positive voltage being phiVSUB. A CCD driver 15 provides an output of a positive or negative voltage to the n-channel semiconductor substrate thereby controlling sweep-out of an undesired charge on a photodiode of the CCD 17. A DC/DC converter 14 applies a positive/negative voltage to the CCD driver 15 through power supply lines S2, S3. When the application of the negative voltage to the power supply line S3 is stopped, a discharge circuit 18 discharges the power supply line S3. Thus, deterioration or destruction of the image pickup element due to application of a negative voltage to the n-channel semiconductor substrate is prevented.
