PURPOSE:To provide an image communication terminal where the disturbance of the whole of images due to the motion of portions other than the specific portion is eliminated and image communicating method therefor. CONSTITUTION:A monitoring system 100 is provided with 4 monitoring devices 200a to 200d, an image encoding circuit 207, a sound encoding circuit 210, a multiplexing part MUX part 208, a line control part 209 and a system controller 211. The image encoding circuit 207 switches the image data from the 4 monitoring devices 200a to 200d by a switching device and inputs the image data from an input terminal. As for the image data of a selected monitoring device, the range of a specific point is selected by a selection area extraction part. Whether a motion exists or not within the range of the selected specific point is decided, the image processing within the range is performed when the motion is smaller than a threshold even if the motion exists, the selection area extraction part is switched to a full screen when the motion is the threshold or more and the processing of the full screen is performed. The motion of a portion other than the specified portion is preventing from disturbing the whole of images. |
