The device comprises first and second drums (2,3). The circumference of second drum (3) can be increased or decreased. There is a spring (8) attached to the circumference of the second drum. The circumference of the first drum (2) is formed to mount the cable which is wrapped around the its circumference. The drum has at least two adjustable segments which operate in the drum radial direction. Additional segments are coupled together radially and adjust in opposite directions.
