PURPOSE:To allocate a packet to a line optimizingly so as to make load of each line nearly equal to each other and to realize the allocation with simple processing. CONSTITUTION:Total packet size memories 6-1-6-n are provided corresponding to each of inter-station lines 4-1-4-n and a total packet size update means 7b manages a total packet size being sum of sizes of packets allocated to each of the inter-station lines 4-1-4-n and in the state of transmission confirmation and transmission waiting in total packet size memories 6-1-6-n. When a new packet is allocated, a line allocation control means 7b allocates a packet not allocated to a line whose total packet size is the least managed by the total packet size memories 6-1-6-n.
