PURPOSE:To reduce the difference in subjective quality of a reproduced picture and to prevent the degradation of the picture quality by limiting a maximum value of the encoded output where respective channels are multiplexed. CONSTITUTION:Input data is encoded by variable rate encoders 1a to 1n. An estimated code volume is supplied to a bit assigner 4 from each of variable rate encoders 1a to 1n. The code volume outputted from each of variable rate encoders 1a to 1n is supplied to a maximum communication line capacity controller 3. This controller 3 sets the overall bit assignment volume based on supplied code volumes. The bit assignment volume is supplied to the bit assigner 4, and the bit assigner 4 calculates the assignment bit volume to be supplied to each or variable rate encoders 18 to on based on the estimated code volume and the overall code volume. The assigned bit volume is sent from the bit assigner 4 to each of variable rate encoders 1a to 1n. |
