The tension command value of a rolling stock and the command value of a looper height are given to the control calculation means 12 by a setting means 13. Also, a control gain is found as a value by the setting means 13, and is given to the control calculation means 12. The control gain is found by the setting means 13, using the control theory such as a LQ control, etc.</p>
