<p>PURPOSE:To code an image at a frame rate according to a command by the user without waste of code quantity. CONSTITUTION:Image information from a CCD camera 1 is stored in a frame memory 2 via a frame memory controller 4, image information of one preceding frame is coded by a coder 7 and then decoded by a decoder 8 and the decoded information is stored in a frame memory 3 via a frame memory controller 6. The image information read from the frame memories 2, 3 is given to a quantization step calculation device 6, in which entropy of an inter-frame difference is calculated and a quantization step value is decided depending on a frame rate set by an input means 9. The inter-frame difference read from the frame memories 2, 3 and outputted from a difference device 10 is coded by the coder 7 based on the decided quantization step and the inter-frame difference resulting from coding one frame within a frame rate set by the user is outputted externally.</p> |
