<p>PURPOSE:To improve the operating efficiency of a file device in the moving image storage device. CONSTITUTION:A no-video image state detection section 4 and a non-sound state detection section 6 are used to detect a non-video image state and a non- sound state. When a moving image is coded, coding is implemented by using a non-video image data code in the non-video image state and by using a non- sound data code in the non-audio state, and a synchronizing signal addition section 7 adds a synchronizing signal to coded data to take synchronization between video image data and sound data. When a moving image is decoded, a synchronizing signal detection section 10, a video decoder 11 and a sound decoder 12 decode the moving image based on the synchronizing signal added in the coding.</p> |
