PURPOSE:To obtain an apparatus and a method in which the low-value state of a secondary battery is detected precisely so as to enhance its cyclic utilization efficiency and in which a memory effect is prevented. CONSTITUTION:The current value of electric power which is supplied to a discharge means 2 for a personal computer, a printer or the like from a secondary battery 1 is detected by a current detection means 8. Its detected result is compared with a prescribed threshold value by a comparison means 7, and it is used to decide a voltage threshold value in order to judge whether the current value is low or not. When the voltage threshold value is decided, the terminal voltage of the secondary battery 1 is detected by a voltage detection means 6, and its detected result is compared with the voltage threshold value so as to judge whether the secondary battery 1 has become a low-value state or not.
