PURPOSE:To obtain the image reproduction device commanding inhibit of copy in which all coded video images are reproduced without throwing away. CONSTITUTION:A PAL synchronization signal generating means 3 generates a 1st synchronization signal and a color subcarrier signal of the PAL system. An NTSC synchronization signal generating means 4 generates a 2nd synchronization signal of the NTSC system. Coded image information is decoded by a decoding means 2 to be a video signal comprising luminance information Y and color information sets U, V. In this case, when a frame rate of the video signal decoded by the decoding means 2 is in matching with the 2nd synchronization signal, the decoding timing of the video signal is adjusted in tuning to the 2nd synchronization signal. The video signal is modulated by using a color subcarrier signal of the PAL system by an encode means 5 and synthesized with the 2nd synchronization signal and the result is outputted as a composite video signal.
