PURPOSE:To improve the efficiency and rotation of limited resources by simplifying an admission procedure and a service order supply job and opening a part of the network resources of a mobile object telephone exchange network to unspecified large number of non-contract users. CONSTITUTION:A mobile object telephone exchange 1 is provided with a central processing unit(CPU) 10 and a storage device 15 provided with a system shared area and the CPU 10 is provided with a call origination reception permission means 11, a charging security information examination means 12, an allocation means 13 and a position lowering execution means 14. The call origination reception permission means 11 permis tentative call origination reception from a non-contract mobile object terminal 3 and the charging security information examination means 12 holds and examines charging security information for approving a virtual subscriber. The allocation means 13 dynamically captures the system shared area inside the storage device 15 and allocates subscriber data including a telephone number to the virtual subscriber and the position lowering execution means 14 executes position lowering from the virtual subscriber to the non-contract mobile object terminal.
