PURPOSE:To relieve an unpleasant sense of a viewer and to inform the viewer of the state of a receiver by outputting a still image and a message image or the like without production of a disturbed image at application of power to the receiver or when a synchronization disable state is caused due to a deteriorated reception state. CONSTITUTION:A ROM circuit 54 provides an output of still image data in the case of disable synchronization after application of power to the receiver, and provides an output of the still image data or a frame memory 52 provides an output of still image data of a preceding frame when the synchronization state is deteriorated due to any cause resulting in being a synchronization disable state. When the reception state restores to the normal state and the synchronization is recovered, the ROM circuit 54 provides an output of the still image data at first. When an expansion circuit 30 is monitored and an in-frame processing frame being a first frame after synchronization restoration is normally decoded and the expansion circuit 30 starts providing an output of the frame, the frame is provided as an output.
