PURPOSE:To obtain information on a rough outline only with codes of basic components by using a limited amount of data by generating the codes of the basic components representing the rough outline and complementary codes representing a detailed outline. CONSTITUTION:One of rough codes is selected by a controller 112 and a multiplexer 120 as a rough code to be outputted, and then supplied to a difference encoder 122. The encoder 122 encodes data by using specific variable length codes to generate an output data stream. When one of an 8-chain encoder 110 and hierarchical encoders 114-118 process segmented image data up to the point where a rough code image able to be received in a single packet is generated by the encoder 122, the controller 112 switch over output data supplied by the encoder to the input port of the encoder 122 by the multiplexer 120. Further, the controller 112 controls the encoders 114-116 to supply complementary codes making the selected encoder and the encoders in the lower layers effective.
